WIRED was created to inspire, and act upon, the Detroit region's objective of new employment opportunities and economic prosperity.In early 2006, Southeast Michigan (which includes the counties of Wayne, Oakland, Macomb, Lapeer, Lenawee, Monroe, St. Clair and Washtenaw) submitted a proposal to the Employment & Training Administration (ETA) to participate in the Workforce Innovation in Regional Economic Development initiative (WIRED). Since April 2006, Southeast Michigan has been participating in WIRED as a virtual region, and in 2007 was invited to submit an implementation plan. This effort resulted in a $5 million grant and Generation 2 designation.
